(TJV NEWS) New York City Mayor Zohran Mamdani is pushing a proposal to dramatically change New York’s estate tax system — a plan critics say could end up affecting many middle-class families across the state, according to a report by the New York Post.

The proposal would slash the state’s estate-tax exemption threshold from more than $7 million to about $750,000 — a reduction of roughly 90% — while also raising the top estate-tax rate from 16% to 50%, the New York Post reported.

Under the plan, estates worth more than $750,000 could be subject to the higher tax rates, a threshold critics say could capture many homeowners in New York where property values are significantly higher than the national average. The New York Post reported that the proposal has been circulated to state lawmakers in Albany as part of a broader effort to raise revenue.

Proposal tied to budget shortfall

According to the New York Post, the estate-tax overhaul is part of a wider set of tax proposals from Mamdani’s administration aimed at addressing a projected $5.4 billion budget gap facing the city in the coming fiscal year.

The proposal was outlined in a memo sent by City Hall to state officials and lawmakers, the New York Post reported, as the mayor pushes for new ways to generate revenue to support city programs and close the deficit.

The plan also reportedly includes potential tax increases on high earners and other revenue measures, according to the New York Post.

Critics say plan could hit homeowners

Some state and local officials have warned that lowering the estate-tax threshold could affect many families who do not consider themselves wealthy, particularly in areas where home values have climbed sharply over the past two decades.

The New York Post reported that critics argue homeowners in New York City and surrounding suburbs could see their estates exceed the proposed threshold largely because of rising property prices rather than large amounts of liquid wealth.

Republican Assemblyman Michael Tannousis and New York City Council Member Phil Wong were among the officials who raised concerns about the proposal, warning that some families could be forced to sell homes or other assets to pay estate taxes when property is passed down to heirs, the New York Post reported.

Political pushback emerging

The proposal has already sparked pushback among lawmakers in Albany and within New York’s political establishment.

According to the New York Post, several Democrats have privately indicated the estate-tax proposal could be difficult to pass, with some describing it as a “non-starter.”

Opponents argue the policy could accelerate the departure of residents from New York if families believe future inheritances will face significantly higher taxes.

Supporters of the mayor’s broader fiscal agenda, however, say higher taxes on wealth and estates could help fund public services and address budget challenges facing the city.

For now, the estate-tax proposal remains under discussion among state lawmakers, and any changes would require approval in Albany before they could take effect.
